NIMASA, Navy renew MoU to strengthen Nigeria’s maritime security

 

The Nigerian Maritime Administration and Safety Agency (NIMASA) and the Nigerian Navy have renewed their strategic partnership to strengthen maritime security, improve safety and enhance coordinated enforcement across Nigeria’s maritime domain.

The renewed partnership was formalised through a Memorandum of Understanding (MoU) signed at the Nigerian Navy Headquarters in Abuja by the Director-General of NIMASA, Dr Dayo Mobereola, and the Chief of the Naval Staff, Vice Admiral Idi Abbas.

The agreement marks the first formal renewal of the partnership since the original MoU between the two institutions was signed in 2007.

Under the renewed framework, NIMASA and the Nigerian Navy will strengthen cooperation in maritime security, information sharing, coordinated operations and enforcement of relevant maritime laws.

The MoU also provides for enhanced implementation of the Suppression of Piracy and Other Maritime Offences (SPOMO) Act and the International Ship and Port Facility Security (ISPS) Code.

Speaking at the signing ceremony, Mobereola commended the Minister of Marine and Blue Economy, Adegboyega Oyetola, for promoting inter-agency collaboration as part of efforts to strengthen maritime security and advance Nigeria’s Blue Economy agenda.

He said the agreement would provide a stronger institutional framework for both organisations to discharge their statutory responsibilities and consolidate gains already recorded in securing the country’s maritime domain.

According to him, the renewed partnership will also help both institutions respond more effectively to emerging maritime security threats through improved coordination, information sharing and operational cooperation.

“As we renew this partnership today, I urge our respective teams to ensure that the spirit of this agreement translates into practical and measurable outcomes,” Mobereola said.

On his part, Vice Admiral Abbas described the signing as a major milestone in the relationship between the Nigerian Navy and NIMASA.

He said the renewed agreement introduced additional provisions aimed at strengthening the country’s response to evolving maritime security challenges.

A key component, according to the Naval Chief, is the integration of the Deep Blue Project into the collaborative framework, creating a stronger basis for cooperation between the Nigerian Navy’s Maritime Guard Command and the project.

The MoU also introduces a joint reporting protocol for communication and information sharing during operations, which Abbas said would facilitate faster decision-making and coordinated responses to maritime incidents.

The agreement further provides for greater institutional engagement, including an annual conference where both organisations can review progress, strengthen cooperation and address emerging challenges.

The Naval Chief stressed the strategic importance of securing Nigeria’s maritime space, noting that a significant portion of the country’s revenue and trade activities is linked to the waterways.

“Whether we like it or not, the water is where we get whatever we are getting—our revenue, everything and even the trade we engage in, in large percentages, is done through the water. So this institution has to be very strong,” he said.

The renewed MoU is expected to deepen collaboration between NIMASA and the Nigerian Navy in maritime security, intelligence and information sharing, coordinated responses to maritime incidents and enforcement of applicable maritime laws.
